when i use a monster spawner underwater, it doesn't work with ANY mob at all.
as expected, the spawner works anywhere.

Did you try it with water mobs? Dolphin, fish, squid, drowned, and (elder) guardian? They should spawn from a spawner cage if not,then that's the bug. All other mobs don't spawn under water.
When useing a monster cage you need to have the spawn criteria of the mob in the cage. For example: if you want sheep, you need grass blocks and a certain lightlevel(can't say for sure how high) for it to work.
As mentioned by Koen, depending on the mob, the spawning area must be appropriate, like having air blocks for hostile mobs with low light level or higher light level for most passive mobs. The player also needs to be 16 blocks near the spawner for it ti activate.

What kind of mobs did you try to spawn? As mentioned, normal land mobs would require a block with air above it, and the block must be no more than 2 above or 4 blocks below the spawner and must be within 16 blocks horizontally.
