If you place a Quartz block and a Smooth Quartz block next each other they have the same texture. This was just recently fixed in a snapshot on java and came to see if there was the same problem on bedrock and it turns out there is.

I figured out part of the reason the bug exists. It seems as though that smooth quartz doesn't have it's dedicated texture files... So instead, it's using the normal quartz block texture files.
Confirmed by Mega_Spud (Jay) on twitter to be "on the list"

Can confirm, Quartz and Smooth Quartz still both share the same texture on 5/04/2020 PS4 Bedrock v2.05
Hey Everyone! Someone might have already said this but just in case: The reason that this is happening is because the game makes the smooth variation_s_ based off of the top texture. For quartz it's quartz_block_top texture. Note that sandstone has a Cut and Smooth variation and they are labeled: sandstone_smooth and sandstone_top. sandstone_smooth is the Cut variation whereas the sandstone_top is the Smooth variation. I hope this helps anyone for, at least, a temporary fix. (You'll have to make a resource pack to implement this change. Advise the use of a computer.) download the resource pack from the minecraft site. take the quartz_block_top texture and edit it in example: GIMP. Then add it to a resource pack you might already have. There are plenty of tutorials to make small simple packs.
