If any member of a raiding party, from any wave of the raid, goes to the nether it will break the raid. Raid will say you still have pillagers to kill, even if you kill the ones that went to the nether. Only way to stop the raid is to destroy the village beds, or set to peaceful.
How to reproduce:
1. Start a raid in a village.
2. Send at least one raider to the nether.
3. Go to the nether and kill the raider
4. Go back to overworld, and kill the remaining raiders.
The raid bar will still say you need to kill another raider(the one that went into the nether) and will not stop, or spawn the next wave of raiders.

As of 1.14 this still seems to happen and I didn't see any mention of it being fixed in 1.15.
Spent ages today searching for the final raider, then eventually we went back through a nearby Nether portal and found a raider pillager in there. We killed him in the nether, but that did not decrease the "1 remaining" count back at the village in the overworld so it just remained stuck like that.

Is it possible to cancel raid if you destroy the village associated to that stuck raid?
I was stuck at 1 raider remaining, but I was able to work around this on 1.15.2. I created a lava pool and rapidly spawned raiders using spawn eggs in the lava to trick the counter into going down to 0 eventually.
Something similar to this happened to me on a dedicated server. I was doing a raid, and the server suddenly crashed in the middle of it. When I got the server back up, all the raiders had despawned and the boss bar was still up on the screen. I couldn't end the raid until I broke my villagers' beds.
