Steps to reproduce:
Plant a berry bush;
Point at it and try to eat something.
Expected results:
You are able to eat, because there is no berry to be harvested yet.
Observed results:
You can't eat, even though there isn't anything in the bush.

You can’t use any item while looking at a berry bush. The reason for this is that they are always interactive blocks even if they have no berries to harvest. This also causes the hand animation to play when right clicking berry bushes without berries per MCPE-60824.
