[MCPE-5444] fire arrows don't set things on fire

When shooting an arrow through lava it catches on fire but doesn't set the block it lands on on fire.

Fire Arrows are suppose to set mobs on fire.

I tried shooting sheep and zombie to set them on fire with a fire arrow but that didn't work either

In minecraft PC you cant set fire blocks with fire arrows either. Work as Intended
