I am playing Minecraft Bedrock on windows 10 PC. I joined a world and noticed my equipped elytra was invisible. I could see it in my Inventory, and then tried equipping my chest plate which was visible. We also had a friend try and equip it. Alas, the same result. I tried re-equipping it many times, yet it was still invisible. I could still fly just as well as before, I just can't see it. (Although, this look hilarious) This bug is in 1.13.0 thank you

This also happens without a cape and still happens weather you have a custom skin or not. For some odd reason this does not happen on phones.Â
I could not reproduce this in a single-player world.
Please provide more details. Where was the world you joined being hosted, and how did you join?
The introduction of the Character Creator imposed a lot changes in how skins are copied between devices in a multiplayer game. There are a bunch of bug reports about the process not working, so this may be caused by one of the issues that have already been reported, but I can't be sure of that until I know more or can reproduce the problem. Can this be reproduced in a single-player local game? If so, a set of steps to reproduce it would be very helpful.

This happens to me as well. I believe that the reason this happens is because of capes. Do you have a custom skin equipped? Having a custom skin seems glitched at the moment, as capes will not show up on them.
