[MCPE-59363] Looting enchanted books cause mobs to drop more items than they should when you kill mobs with the looting book

Summary: When killing a mob with a looting book the mob will drop more items, similar to when killed with a looting sword.

How to reproduce: kill a chicken with a looting 3 enchanted book

This bug would be extremely powerful in a mob farm where you knock the mobs down to one heart if you killed them with the book you would get a lot of rare drops

I think perhaps the bug was created by a bad fix on the looting bug for swords

For some unknown reason bedrock uses an identical ench tag for both enchanted books and tools, instead of being like Java with separate Enchantments and StoredEnchantments tags, so these issues are bound to keep cropping up
