Villagers not spawning in newly generated villages

I’ve played several (new) world’s after updating, and every single village is “abandoned.” No villagers or golems spawn. Previously generated villages in old worlds are unaffected. I have not tested newly generated chunks in older worlds, but I would assume they are also affected by this issue. For clarity’s sake, these are NOT zombie villages, as they are normal ones. I actually did manage to encounter a zombie village in a new world, and it functions as intended, zombie villagers and all.

Could you please include a seed where this is happening? We haven't been able to reproduce the issue so far.

Created this world 3 times.  The first time in Creative on Normal.  Maybe mobs got to the villagers?

Created again on Survival, Peaceful.  Village at spawn was full, but villages at
594, 67, -233
909, 69, -239
-253, 69, -705 were all empty.

Created 3rd time on Creative, Peaceful.  First four villages were full of villagers.  Found new village at 568, 68, 117 was empty.

At me, this happend after going to the Nether. I don't know if this has anything to do with it, but I just wanted to add some information. Also, the first friend I had join was after I went to the Nether.

Going to the nether has also caused the disappearing of villagers in my previous worlds.
Even before 1.16. Trading with a villager has prevented the despawning as far as I know.

I too am getting this issue in the non-beta of the game (v1.16.220). My seed is - 1132233734. The first village I found (590, 66, 50) had more than a dozen villagers. Subsequent villages only had 2 to 3 villagers. After going into the Nether from a reconstructed Nether Ruin (45, 71, 371) and coming out in a new 4/4 map section of the world (I was pursuing an Ocean Monument thanks to the Ocean Explorer Map I bought from a cartographer I created at 590, 66, 50), no villages I've discovered in this new area have had villagers. I don't know if the Nether is causal or coincidental. Like someone previously commented, the two zombie villages ( -2550, 66, 550 & -2900, 64, 1060) I found was populated with zombie villagers. Examples of empty villages:

  • -1150, 69, -1450

  • -2400, 64, 960

  • 600, 65, -750 (I think this one was abandoned before I accessed the Nether)

I've also found that it seems to happen after leaving the nether. I went to a new area through the nether and visited 4 villages nearby and none of them had villagers. I teleported back to spawn and visited some new villages nearby and they had at least a couple villagers.

Affects the 1.20.41

It still happens in 1.21.44 hotfix
