Despite the presence of an internet connection on the device via an ethernet dongle or tethering with a computer, the game refuses to let you connect to Realms, BDS, or public servers, LAN games.
You can, however, visit the marketplace and make purchases.

@davi indeed that appears to have solved it. Perhaps the error message should change if it detects the presence of the internet but not on wifi?
Cannot reproduce on Windows 10, presumably because most Windows 10 PCs (like mine) have a built-in Ethernet port.
@Johnathan, I assume it would only happen on Android-based devices where there is the possibility the network connection cost the user's data plan.
Based on comments it appears that setting option to allow Cellular Data fixes this? If not, please add details.
I have been experimenting with cellular data on in the game settings and I found something a little unusual. If my phone data is off, the issue occurs, if it is on, then it doesn't. I have no idea how this is possible, but it may have something to do with my phone (ASUS ROG Phone 2018)
Maybe the phone is designed to only allow authentication over cellular since that's more secure than other forms of connection? Except that wouldn't explain why you can still use the marketplace. Probably it's a just a bug that Minecraft classifies everything not-wifi as "cellular data" for multiplayer connections, but not for marketplace.
