From time to time, light emitting blocks will fail to have their top side lit. Oddly, this glitch did not affect the beacon. I have so far failed to repeat the glitch, but the majority of blocks were placed during the day, and any subsequent blocks placed that emitted light, excluding the beacon, were also glitched. However, it only seemed to affect a certain patch of land, so it might have to do with the chunks they were in.

I used some torches to lit up my guardian farm and one time I visited there all the blocks above the torches in one corner of the farm were dark and mobs were spawning next to a torches but just one block higher. I planted new torches at the dark places and removed them right away and the light levels were fixed, but I think I experienced this same bug.
It seems that when you reload a chunk the lighting does not update properly from one chunk to another or between subchuncks (16-block vertical sections) within chunks. See comments on MCPE-58182.
