Confirmed turtles cannot get in boats. According to the wiki, turtles can get into boats in Java edition. However, in the changelog for Bedrock Edition 1.5.0, the update in which turtles were added to the game, there is no mention of whether developers intended turtles to be able to ride in boats or not.
