Sky color transitions abruptly when the weather is changed from rain to clear

When the weather changes from rainy to clear the animation in the sky is abrupt and not smooth.

Steps to Reproduce:

  1. Create a new world

  2. /weather rain

  3. /weather clear

Observed Results:
The sky color transitions abruptly.

Expected Results:
The sky color should transition smoothly.

1.21.50.26 Preview proves this fix can also be applied to the weather system.

Java just got some new fog when it rains to enhance the atmosphere. You know what would massively improve the atmosphere in Bedrock? Fixing this bug.
If Bedrock gets this nice-looking fog too but doesn’t get the bug fixed, it will be a shame.

This needs to be fixed before Vibrant Visuals release!
