You're playing on a PS4, so by "old villagers" do you mean ones in a world you updated from PlayStation Edition, or ones from a pre-1.11 release of Bedrock that you imported onto the PS4?

I meant 1.15 villagers. I made a copy of the world in creative in 1.16
spawned new villagers, and they were working fine.
