They can be! This was added in 1.10
Yes the problem im having is with an infinite world not an old world, I have been playing on this world since 0.12.0

I hate it when you change feature, mcpe is not starting to suck!
So my xp farm is ruined!
Actually the problem is when the potion are dispense with dispenser, sorry about the above one. Drops in both in survival and creative, just that the player has to throw, not working with dispenser
I just tested it out, not dropping xp in survival, in creative its working fine
I had this problem with skeletons, I used splash potion of healing and they did not drop xp
Please reconsider, this is a missing recipe.
