Works as intended. Mesa, desert, and savanna biomes all have a temperature above 1.2, (Savanna=1.6, Desert=1.8, Mesa=2.0) it is too "hot" for rain to occur.

Besides being a duplicate, this bug is outdated as Crowdin is being updated for 1.13. This explains why WEB 1003 has already been fixed.
This bug is outdated, as all bugs are focused on 1.13. /blockdata has also been phased out in favor of /data, so see if this happens with /data as well.

This may work as intended. This may also be unable to reproduce. If it works as intended, use this command:
/gamerule randomTickSpeed 3
or:
/gamerule randomTickSpeed 1
If none of these works, this is a bug. To prevent this from annoying you further, you may use the following command:
/gamerule doFireTick false
This will prevent fire from spreading (and also extinguishing), so you can put it out.
For me, it said unable to summon entity. Same thing, however.
This report seems unclear. This may be true, but Mojang will label it Invalid due to the lack of information.

Oh yeah, that happened to me a couple of times. But if you use elytra, that is intentional.
