Yes, sorry. My client runs at 100+ fps, but in the background of the world I found this on was a bunch of fill clocks and testfor's, so I assume it did lag the server a bit. When I disabled all the clocks, the bug never happened in 100 clicks, but with it going at least one out of every 10 clicks bugs out, and I'm sure it'd be worse with even more clocks running.

I think you were just a split second too late, as this just barely duplicated the ticket before it, MC-73061.
I do believe this is an intended effect. To give the player the feeling of seeing a block from the inside, although that's just speculation on my part. We'd need to see what a Mod or Mojangster says about it.
The primary issue with "rm", however, is the fact that it's a radius. Sometimes we may need to check outside a rectangular area (such as the OPs scenario) instead of a spherical area. But something like would be best posted elsewhere as a Suggested Feature, instead of a bug.
Simply typing "/tell <Your Username> <Message>" throws an error saying you cannot whisper to yourself.
Using the execute command bypasses the error, however, resulting in the ability to whisper to yourself (a completely redundant ability, by the way). The chat then outputs pretty much the same message twice:
<Your Username> whispers to you: <Message>
You whisper to <Your Username>: <Message>

Could be possibly caused by the fact that redstone wire points towards redstone blocks regardless, like with redstone torches and the front and back of repeaters.

Well if a [Mod] or member of Mojang wants to come mark this poorly thought out "Feature" as "Works as intended", then they can go right ahead. I just think it should be adjusted so it doesn't feel so buggy (spawning in a location without portal blocks touching you). At the very least, they could make a new portal generate where the old one was if it's no longer there.
I wish for this ticket to be reopened. It is present in Minecraft version 1.8 and as Jonatan said, this issue makes creating global background sounds/music difficult for mapmakers.

How is this "Works as Intended" exactly? I know Searge said that that particular tag doesn't work on mobs/animals because of how the name rendering works for them, but shouldn't that mean that this is still technically a bug? Or should it just be a "requested feature" for it to affect mobs? Because this makes no sense. Mapmakers like myself could really use a tag like this.

It would be nice to see this fixed so mapmakers can spawn a mob rotated a certain way without having to spawn them, then tp them to their exact same coordinates but with rotations applied.
@qmagnet I'm sorry, I was unaware of the fact that using setblock over a clean beam did in fact update it instantly. I have edited my description so that it would make a little more sense.
