I did. Nothing happened then either.

Could be worked as intend, but we won't know unless the devs confirm.

I summoned an Armor Stand with the command:
/summon ArmorStand ~ ~ ~ {DisabledSlots:4}
which should have disabled the legs slot, but I was able to place armor on the legs (not remove it, but still place it)

It offsets it from rounded coordinates though.

The issue effects non-executed particle commands too.

But I'll add that it effects execute commands.

The ~0.0 didn't work for me, however, in the game, mobs are always spawned in a single block (as far as I know)

Particles are not. Although it is sometimes relative to blocks, it is often relative to entities that particles appear. The effects of the command should reflect that.

Maybe for you, but for me, and evidently FVbico, using /execute makes no difference.

He is standing on the edge of the block, and the particle appears in the middle of it, despite him having it spawn directly below him.

As I just said, the issue still arises when using execute command.

Read a bug report before posting a comment next time.
The execute command does not effect this bug. Whether run directly or using an execute command, the same issue arises.

If it's intended to work like this, then that's pretty stupid. Why the heck would they want it to be this way, reducing it's potential.

Yep, while you could give something that works for any wool, for example you can't do one which can be placed only on white wool.

Screenshot showing this using a texture pack.

I have noticed this. While MC-2664 does not describe the issue, it DOES show baby zombie pigman, revealing the missing hat. When using texture packs this glitch also affects zombies.

I agree with the people saying that we need negative damage values. I use them. And so do a lot of people. An "indestructible" boolean cannot be given by command blocks without the inclusion of the givechest (http://www.minecraftforum.net/topic/1561812-now-that-we-have-the-command-block/) Just undo this fix and re-fix it by editing the clear command.

Right, sure...
Sorry if I sound stupid but how do you do that? I really don't know much about computers. I am not even sure if this is something I have to download, plug into my PC, open it up and insert it into it, or if I just have to buy a new PC.

Minecraft renders the rest of the blocks in the game. I think that rendering ones in the dark shouldn't require anything that isn't required to render the ones not in complete darkness. I'd say, no matter how old my graphics driver/java is, this is still a bug. It should be fixed.

Advanced openGL doesn't appear to affect this.
