As this bug only affects certain featured servers; Pixel Paradise, Mineville, and Mineplex it will most likely be put on the server developers/creators to deal with this issue on their end as it could be a server software issue and nothing to do with Minecraft as; The Hive, Cubecraft, Lifeboat, and Galaxite do not experience these issues with RTX gameplay.
An additional note if the skins are subject to infinite loading it clears the entire character.
They're skins from custom skin packs and also custom persona, I am able to access the marketplace yes. Also when changing skins whilst it is in the infinite loading phase it crashes out the entire game.

The next update should resolve the issue.
I retract my previous statements as this does appear to fix it, also as long as you have the skin fixer texture pack above any other active packs you'll be fine.
Do you mean skin packs or texture packs they are different and texture packs are not a part of this issue, if you meant skin packs then the fix does not work. Texture packs don't have an issue for me currently although I don't know about others.
Tested D Flog Flag's fix, it does not work to fix this issue.
This issue also affects version 1.18.12.
No longer supplies an "Equip skin" button (or anything that should be in the UI widget itself), the UI element remains blank.
It does not occur anymore I worked with two of the servers affected to fix the issue, it was a server-side issue and not a Minecraft issue.
This bug still affects 1.17.34, joining servers with custom skins causes it to close the launcher.
I get around 10-25 ping on any server.
There are other featured servers that this affects, the list I created in my comment prior are the ones that have this issue. And PBR textures are not set to apply to custom entities as this would be inefficient as the RTX pack creator may not have the time to create PBR textures for every entity on featured servers.
