So I did some more research on this with a friend, and my issue was an illager way off to one side, but apparently still inside the area of the raid. He must have been persistent (injured is my guess as he was very easy to kill.) One thing that bothers me is it appears this guy persisted through 2 server restarts. Once he was dead, I got a raid captain in under 1 minute. Hope this helps someone out there with the same issue.

I have checked the spawn heights, we have done a server restart, and I have searched the area for random raid mob spawns, such as a raid party. I'm in the process of talking with the server owners to get a world download.
Ran into this issue today, v1.14.30 on Android. It appears to be a problem with loading from the Mojang servers as part of the login process. When you first bring up Minecraft, it logs in to your game console account (Nintendo, Sony etc.) then the Microsoft account, then I am guessing it uses that information to pull your data from Mojang, or perhaps just strait from Microsoft. Anyway, you can see if you watch closely, that the login process is 2 step on Android. On the second step, the download from where ever step, is where the problem occurs.
Symptoms include:
1) Saved characters failing to load.
2) Cannot access purchased skins/packs.
3) If you go into the store to re download your skins/packs, they do not show up in the preview windows (upper right corner of the skin/pack description window)
4) If you click "Edit Character" followed by either "Owned" or "Purchasable" you get an endless loading bar wavy thing.
5) You can sometimes get the chars to individuallly "reload" on the character select screen, but it seems glitchy. Char 3 would not load no matter what. Selecting a reloaded character would not always show up when you exited out of the selection screen (selecting it)
6) Deleting all chars to try and rebuild them does NOT work. Things will still be glitchy, but now with your newly built chars!!!
Short solution: I did find that rebooting my phone made things start working again. Just closing Minecraft all the way did NOT help on Android.

Update V2. This does not appear to have anything to do with switches, but instead with fertilizing grass blocks with a dispenser. I was trying to do a compare between traditional flower farm, which fertilizes with bonemeal in dispensers from below, and the new mechanic where you fertilize the flowers directly. I turned on the farm, and it crashed our server immediately. It is now stuck on and I cannot get back in without crashing our server.

This bug shows as follows, as verified by myself or others I play closely with:
Going from nether to overworld
Going from overworld to nether
Xbox, Windows 10 and Android
Realms and Servers... no verified single player instances in my experience
Location you are teleported to truly seems to be random. I have seen someone sent to 100, 100 and someone sent to 20k, 20k
The "new" portal does not always show up right away, and going through it does not take you back to your original location. If you log out and back in, the "new" portal will show up. We have been breaking them.
This has nothing to do with eating.
Symptoms are, you enter portal and it does not take you to where it should.... ie Overworld coords/8. It instead takes to to some other seemingly random location. I have looked for correlation between coordinates, but have found none.
This bug is game breaking. I play on a realm and a server, and attendance is down upwards of 80%. This cannot wait for 1.14. With 4 people online (highest it has been all weekend) we had it happen 10 times in the 2 hours I was playing. Admins spent more time teleporting people from 10K blocks out than playing their own game.
Further testing shows that fast clicking is not really required to reproduce this bug. Not sure on the reason, but I clicked 2 times more than a second apart and it also crashed.
Possibly related is items coming back to your hand when placing in container or the other way around. Static container with no items moving in or out.
Block lag has occurred for me on servers and realms v1.12.0 of Bedrock. Any fast mining can cause this with any block, whether affected by gravity or not. Blocks can reappear in front of blocks successfully mined. Any water interactions seem to make the problem worse.
This issue also affects android using version 1.11.4
I would like to add that I believe this issue is fairly common. On a shared server with ~30 players, we have this issue occur at least twice a day and sometimes upwards of 4 times a day. We down our server twice a day for backups, and I believe this has helped our world stay stable, but it is quite annoying. Roll backs are quite common including chunk by chunk meaning some chunks may roll back and others do not. It has resulted in people losing shulkers of items, which is very disheartening.
