Confirmed this is happening in windows 10 version 1.2.9 and mcpe 1.2.10

@Mega Spud, unfortunately that suggestion doesn't help anything. Mobs are not despawning.. which means mob cap is full, and nothing else is spawning.
Are you saying that I should expect to go through my entire world (i've spent days - maybe weeks wandering around) to kill clusters of mobs in hopes that this will fix itself?
If the default behavior of - once the player is 128 blocks away from a mob, it despawns - worked, then none of us would be having this issue.
Confirmed still not fixed. Hostile mob still not spawning as it should be on 1.2.9 update. Windows 10 version.

I can confirm this, however it might be a duplicate issue (mob spawn rates too low or broken https://bugs.mojang.com/browse/MCPE-21856)

They are spawning for me as of December 2 2017 latest builds for MCPE and windows 10, but the guardian swim behavior changed - they swim upstream which renders most guardian farms useless. Nothing quite like wasting a ton of hours making something only to find out it's not going to work anymore. Not cool.
I agree with Stefan completely. This change is rediculous. If I had known the mechanics would change so drastically, I would have never even bothered starting with windows 10 edition. These changes cripple the user experience and take a LOT of the fun out of completing large farm builds. There was never any sort of fyi given to users or an explanation as to why the change was made. No option to adjust this behavior makes it even worse.
I am grateful though that I got windows 10 edition free (having previously purchased Java edition) because if I had paid for it, I'd be pretty miffed about being sold a lite version of the game. (Lite is a perfect way to describe it considering all the things that made Minecraft amazing are gone in the windows 10 and MCPE editions)
My survival world crashes when a row of pistons extends in the nether. Can't play it anymore unless I restore a backup of my world where I'm overworld. Perhaps our issues are the same. Same version on android. 1.2.3 on windows 10. Both crashing on piston extend.
Now crashing on Android version. Latest update of game from today's date. 1.2.5
No.reply from Mojang on this issue. I'll be miffed if my world is borked because of some game bug that never gets fixed.
Confirmed. I get past mojang screen though. I open my survival world and as soon as its loaded boom crash.

It's not fixed. Guardians are still not spawning in my single player world. (Updated to 1.2.3 both android and windows 10) my world was created before the together beta came out.
I searched for a new ocean monument in my world and when I found one there were guardians. I tore it down and built a new guardian farm (similar to docms version) and a whopping 0 guardians have spawned since. Very depressing considering how much time is spent (or wasted in this case) taking on such an undertaking. So that's two for two monuments now in my single player world that aren't spawning guardians. The size of the farm is roughly 70 length and width and from about 39 to ocean level. Roof is covered and surrounding caves all lit up. Chunk load distance I played with starting at 12 then 16 then 8.... No change. Latest update released a couple of days ago 1.2.081 I believe? Problem still exists both win 10 and android MCPE versions.
@r.takahashi - you are wrong. Slimes in *slime chunks *spawn regardless of light level and WERE spawning fine a while back.
Swamps: (this fits your comment)
In swamps, slimes may spawn at night between the heights of 50 and 70 provided the light level is 7 or less. They spawn most often on a full moon, and never on a new moon. Slimes only spawn in the normal swampland, not in its variant, the swampland M.
More precisely, the game checks if the light level is equal to or less than a random integer (from 0 to 7), then if the fraction of the moon that is bright is greater than a random number (from 0 to 1). If these conditions are met and the altitude is acceptable, there is a 50% chance of spawning a slime.
"Slime chunks" (this does not)
Slimes spawn throughout the world (except mushroom islands) below layer 40 regardless of light level, but only in certain chunks, 1 in 10 of all chunks. These "slime chunks" are determined pseudo-randomly by combining their chunk coordinates with the seed of the world:

And same goes for MCPE version 1.2.0.31 no guardians spawning.
Windows 10 Version 1.2.0.31 is also affected by this. No guardians are spawning in the guardian farm that was working correctly a couple of weeks back. No design changes have taken place, just game version updates.
Still an issue. win 10 1809. MC Java 1.13.2.
Resolution slider does not solve this.
