You probably left a profesion block in the previous village that this villager was assigned to. Destroy it, and place it back where you want the villager to be.
I think they considered it as a block that is required to spawn the mob and not as an independent spawning block, like the trail spawner requires something to activate it, e.g. a spawning egg. In that way, these can be similar blocks, so if the trailal spawner is there, I think we can consider the correct location of the creaking heart as well.

Perhaps the villager chose another existing block nearby. I don't know, not enough information.
