I have the same issue from version 1.16.210.54 Beta, when I open the game, skins and marketplace won't to load.
Slow loading screen is not a bug, but slow loading chunks are fixed.
Faithful textures don't matter in the photo.

I have this same issue on Xbox One from a long time
I experienced this bug in 1.20.51 when there was Universal Studios server event. The bug happens when you are rejoining the server many times.
