If you are playing two players or switch camera mode, I have noticed at times the hands move backwards on “Steve’s” body after viewing maps.
Before saying that the fix is not working here, please make sure that are no experiments enabled on the world you are playing.
In 1.19.10, the bug still appears when you enable Spectator Mode experiments, however, it is fully fixed in the current beta and should be in the next minor release.
It happens in survival mode with the Feel The Nether skin (which is animated) even when no animated clothes are being worn, on 1.51 Bedrock Windows.
Minecraft Bedrock Edition Platform PlayStation (PS5) version 1.19.60 looks like the first attachment above

What is really strange is my wife's PS5 doesn't exhibit this problem. I have tried changing settings to no avail. This has been happening for many of the previous versions. This has not been resolved!
