This was incorrectly marked as a duplicate. This is NOT a duplicate. This is about ADDONS affecting beacons. This issue DOES NOT exist without ADDONS being loaded.
I am pretty sure that this is NOT the same bug as MCPE-31092. This bug only happens when Add-ons are loaded! If you run the same steps to reproduce, but skip the step where you activate an add-on, the bug DOES NOT happen!
Not to mention that this can affect a huge part of the final chunk, not just a few blocks around the edges: if you follow the steps to reproduce, you're losing an effect area that's an entire quarter of that last chunk.
Edited to add: Also, this issue did not occur when I first built my beacons, which was in a previous version (1.20 something I think). It happened at some point between when the minecart stoppage bug started and the recent new releases.
You can close this bug. I'm going to open a new one for this.

I spent some time on trying to reproduce this today. I have been able to reproduce this, and it turns out that this bug is very different from what it first appeared to be.
I could use a suggestion in how to report what appears to be the actual bug to the correct place, because I'm not sure if it's Mojang or an addon creator, but since ticking the beacon seems to fix it, it seems at last partially a game bug.
So what seems to be happening is this: if I load the marketplace addon Markers Pack, then the chunks including the corners of the square radius for a beacon are no longer covered by the beacon effect. The ticking area fixes that somehow, because if the ticking area is large enough to affect the beacon, then the effect does correctly affect the corner chunks. So it's not the location of the ticking area, but whether the ticking area is large enough to cover the beacons that are seeing a truncated effect.
When I load a world with no addons, the bug does not seem to appear. If I deactivate the addon that did exist in my test world and then load it, the bug persists.
So I don't know if this is a bug in something the game is doing, triggered by an API call the addon makes, or what might be happening.
ETA: I have tested when loading a different addon (DragonFire Lite Add-on), and the bug does exist with this addon, so it may be related to loading any addons at all, which does seem like a bug Mojang should know about.
Today, no problems with carts until I went to my guardian farm, and spent about half an hour there. Upon returning to my base, 11 of my 17 carts were stopped, and only 1 of them stayed running after a bump. The other 10 all stopped again in the exact same place, or wouldn't bump at all (2 of them), as per MCPE-185643. I'm thinking maybe my bug here may just be that bug, but sometimes whatever causes the stoppage clears itself quickly, and the rest of the time it does not.
I have no idea how to reproduce it. I just spent a couple hours trying to come up with something on a new world, and failed to get it to happen.
After that, I decided I might just need to do some things that were part of a typical 'day' in my world, so I did that in my world. I was able to get a video (using video capture from the XBox Game Bar) that within 15 minutes introduces all my carts working away, and then does some chores for a bit, then at about the 9:30 mark starts showing the stopped minecarts, both ones that I can push start again (this Issue) and the ones that seem to hit a block and stop cold (MCPE-185643).
