FINALLY! I found a solution! When Equipping the Ravus skin, I can go back to the Dressing Room another way by pressing Left on the D-Pad and going down clicking on "Go to Dressing Room." Before I just kept pressing the B button to go back a couple screens back to the Dressing Room and this makes the skin not working. Now I can finally play the skin.
Here is the detailed report of the bug on Noctis Skin Pack:
Started up Minecraft
Went to "Dressing Room"
Selected "Change Classic Skins"
Selected "Get More Skins"
Selected "Skin Packs by Minecraft"
Scrolled down and selected "Noctis Skin Pack"
Scrolled down, then right to "Ravus Nox Fleuret" skin.
Clicked on "Equip" and the pop-up messages says, "You have equipped the Ravus Nox Fleuret Skin."
Returned to the "Dressing Room" and it says "The character have been saved."
It reverts back to the previous, old classic skin instead of Ravus as the character spins around cheering.
Tried again on all 4 Character Slots with same error.
Tried again on another Minecraft account on the Xbox One to no avail.
Restarted the Xbox Consoles several times and re-installed the game twice.
Same error.
Attempted to smash the Xbox One Console with a hammer, but held back.

It is the WS-43689-0 error, right? I'm getting the same error. EDIT: Sorry, never mind, this was for the Bedrock Edition on PS4.
I posted a similar thread on this. I am getting a WS-43689-0 error when trying to purchase the Free Trial and also tried to buy the subscription for $7.99 with the same error.
Any updates on when Realms will be fixed and available to purchase for PS4? I can only join other friends' Realms, but I haven't been able to get the free trial or buy it for myself yet.
It's on single-player when the internet goes off. I can't access skins and texture packs when the internet is off, it only reverts back to the default Steve and vanilla texture. If this keeps up, I've been thinking of buying Conan Exiles or Ark Survival Evolved because they can be played offline with all the DLCs.
