I came across the same issue, I thought it might be to do with the fact that I had joined a paper server, so I tried it again on another regular server and the same inconsistent biomes appeared, I don't know really what's causing it but as violine1101 pointed out, the leaves don't change even though the biomes on F3 do, I can only speculate but it's possible that the client is viewing these 3 dimensional biome borders while the server actually still sees the regular 2D borders that you would see on a single player world, I have only tried observing this issue in version 1.16.4, I have been looking around for answers for about an hour and have found nothing helpful, so this is all I have come up with. I believe someone mensioned in a similar thread that the biomes in the nether changed depending on the Y level, if you go to the nether in a single player world using a mod to visualise biome borders, the same inconsistent borders are visible and while they roughly outline the different biomes and how they are seperated, they are still blocky like the ones you get on the server, perhaps it is a bug confusing biome mechanics with the ones in the nether? I don't really know what is causing these problems but I would really like this to be fixed because some mob farms depend on specific biomes to be efficient and right now it is getting difficult to build them on my server.

This issue has become progressively worse the longer it goes on and I'm incredibly concerned for both the server I'm playing on and the server owner who is powerless in this position to help. This entire issue has been incredibly stressful to say in the least and now if members even can get onto the realm, it's not for more than five minutes at a time. 
When 1.13 came out we were all excited for foxes and patches and hopefully a fix to end issues that are still a huge problem, but it's only brought even more issues and now the server isn't playable. 
We noticed first the increased rate of spawn for pillagers and how annoying it was that we see them literally everywhere now while trying to work, but it started with switch users looking at them and causing the whole realm to crash and slight rollback.
Then, it turned into interacting with them for all users caused a crash and rollback. 
Since discovering that we'd dictated to let them alone and let them head away or to just thorns them, but this doesn't always work. 
And NOW, with the bees update, which we also were praying for heavy fixes amongst excitement to see our fuzzy new friends, there's even more chaos. Why send in another big update when the game still suffers heavy performance issues from the last?
We thought maybe finding trigger objects would help such as the pillagers and discovered bee hives themself were causing a shutdown, but it's gotten more random and worse since then. 
For a couple of hours we'd be playing and after a short while the realm would stop functioning, we'd wait 10-15 minutes for it to be playable again, and then we'd see half an hour to an hour worth of rollback. This is incredibly discouraging for our new members who make their base in that time and then see all their work gone, then to rinse and repeat. 
Then it started getting worse yet again up to the point that now we're either unable to join the realm in our server or when we do join the realm is on a huge lag (even with one person on) and we're not able to even play for all of five minutes without it going down. Each time with a rollback still. 
I know you all are hard at work but this is getting increasingly severe and it's disheartening to not really see much answer on what's going on other than stating obvious. 
This matter is serious and I think it's ridiculous the realm owner is paying to have the realm open when no one can even get on to play it. I'm trying to be patient and I understand this issue is major, but I just hope that it's currently priority #1 and some insight as to what's going on and why this is/has gotten so bad.
