It might be worth noting that I've experienced this bug in the nether as well. I've had cows and pigs despawn at Y=76, and have had villagers despawn at Y=78
I've been working on some villagers over the past few days, and the world was recently moved to a realm. Within 2 days of the realm being online, 6/7 villagers across multiple chunks have disappeared, which to me shows that realms exaggerates the issue as previously discussed.
I've noticed that if you join a world first (I've tested both single player and a Realm) and then exit back to the main menu, the featured servers begin working, so the issue seems to only occur on initial game load.
I don't have a cellular device, but I've tried 2 different wireless access points at different houses.

This is still an issue; I've managed to recreate it on 1.17. I can provide video proof if needed, but the steps to recreate the bug have not changed.
