I would say that this is intentional. If you bought a Minecraft account before Mojang registered the dates of account creation it will also say "unknown".
Lightning summoned doesn't go through water unless you are standing in it, perhaps lightning from channeling is supposed to act like it comes from the sky and hits something and not instantly spawned were you point it?
Classes have always had strange categorisations, but I think they are changing this sometime soon for modders etc.
Could this have anything to do with it being above the nether ceiling?
Are other items released after the introduction of the new resource-pack updated accordingly for the programmer art? If that is not the case then is this really a problem? I mean it is all NEW items – even if they are built upon older items.
And why update the programmer art when it isn't even relevant to the future of the game anymore (unless it has "actual" problems)?
I don't have this problem with newly created worlds, try reinstalling your game and make backups of things you don't want deleted.
I tried this in a newly created world in 1.15.1 and it did not happen, how long did you use the lead on them?

Could not reproduce either, what mods are you using, and resource packs? And what is the world seed?
How many food bars did you experience this on?
Did you see this on a server or singleplayer? And was the game lagging in any way? It usually looks like that when the tick rate is not what is should be
Have you used any modifications that can change the gamma of the game? When you close the game while using modifications like "full bright" or similar, the effect will remain even if you change profile.
What are you referring to exactly?
If you are referring to the crossbows going into each other it is because items in the players' hands do not collide with anything.
If you are referring to the collision of the crossbows and position of the off-hand crossbow when charging your main-hand crossbow then it is again because the models don't collide and all items in the off-hand will follow the reload animation.
Is your graphics card's software updated to the latest version?
Can you eat, place blocks etc. when this happens? It could be that the local server runs too many ticks behind.
I tested and it doesn't work. It works for item frames but that is because the book is not fused with the item frame; when you place a book on a lectern the book becomes part of the lectern model instead of two different models.
This has also been reported before in MC-167430 but that ticket was invalid.

This does happen in the latest snapshot, but I am not sure what it means, maybe the player attempts to accelerate but is then blocked?
"It is also not possible to reassign the F3+letter key combo controls." Is that a bug or just a missing feature? The F3+letter controls don't necessarily have to be dependent on the player's control setting.
Are you sure it effects speed? I tested this on 20w21a and only noticed the FOV changing and not any speed changes.
