For vines, the sound also plays if the leaf block it is attached to despawns on its own.
In warm ocean biomes, water is also less see-through when viewed through glass alongside being the wrong color.
Regular exploration on a survival map is enough to cause the game to be unplayable due to this, requiring a restart- this bug is not just in creative mode.
