As far as i know, players in spectator mode shouldn't be able to influence the game world in any way. I think it works as intended.
I have a bad laptop with only 2 GB of RAM. Minecraft 1.12 was playable... now with 1.13+ seems like I have to say goodbye to Minecraft or stay in 1.12.
Please this should NOT be considered a bug!
It can improve a lot underwater builds
In my opinion it should not be considered a bug
It affects Windows 10 PC too (tested on superflat world)
