yes it is still present in 1.6.2, this is how I lost my horse. it was not encased in a fenced area but instead attached to a single fence with a lead. A while later the horse is no longer there, as well as no lead.
I think the same can be said about all the other "broken" structures that get rendered on the biome borders, thus semi-failing. It's a common issue of Minecraft map generation and seed.
Another [Suggestion] improve people's minds to properly write titles and descriptions so that others don't have to search through an entire website/category/label section, through thousands of really childish titles where you don't get to understand which issue is related to yours without having a deep look into each one, and in the end also standing by in your room and thorougly thinking in order to conclude if out of around eighteen thousand of them your issue is really posted for the first time.

Update: it IS possible to summon custom mushoom blocks using the custom FallingSand data /summon command, but is not really a convenient way to do so.
I wish that the developers look into the /give issue.
