Added the add-ons used to the attachments. They were in the development_behavior_packs and development_resource_packs folder.
Reopened the bug and changed the content due to me finding a solution and the real problem
The founder's cape is only available on bedrock edition. It's no longer obtaineable. If you mean that it's not rendering inside of your inventory then I would recommend explaining it better and set a step by step guide on how to reproduce.
This issue is still there. I don't have the ability to do a video for this in the next days, but the well known YouTuber eckosoldier showed in his video a raid farm and you can see that the effect was obtained again, while killing raid entities.

This is no longer an issue for me in 1.19.62.
I just realized I DO experience that bug (MCPE-164754). Every time I open my inventory.
I don't think it's the same because I by myself haven't experienced that bug. And I have played Minecraft every day for the last 180 days.
It might be back... I was playing on a server that uses a ton of custom textures and after an hour I started to see some textures turned pink.... 1.20.70 really seems broken. But I didn't take a screenshot
