After I moved my beacon (using different blocks for the base), the achievement finally unlocked for me.
I was also on a new update (I think it was 1.16), and I had transferred my world to a new computer.
Still can't get this to unlock on Win 10 v1.16.10; I've tried everything, including Lilliane Katelynn Cloud's method.
MY THEORY for what is wrong is blocks surrounding the beacon. Though my beacon is exposed to the sky, my beacon is encased almost entirely by blocks.
I have the same issue on Windows 10 - v1.16.1. The world is completely Survival; I earned an achievement in it just this morning and haven't turned on cheats or anything since. Please fix.

So do you mean it's fixed, or bamboo isn't supposed to be composted?
This is still an issue on Bedrock.
Composters won't accept bamboo, either.
I also have this issue in 1.17.11. In my case, the guardians are entirely glitching out of the farm before finding a place to hover. That's probably a different bug, though – likely them getting pushed through the solid blocks on the side of my bubble column because of entity cramming.
