No, this was not from 1.12, I believe it's been a thing since 1.15 snapshots. This bug has not been fixed yet.

Can confirm. Can also be replicated using /setblock and /fill. When "/setblock ~ ~ ~ stone_pressure_plate[powered=true]" the plate will stay powered indefinitely until debug stick is used or is broken.

SO! I FOUND THE PROBLEM! THIS IS NOT A BUG!
In order for villager breeding to occur, the villagers breeding have to be able to access the 3 beds, or at least be able to sleep in them. If the beds are on a ledge above the villager, THE BREEDING WILL NOT HAPPEN.
SO YES, WE CAN THANK MOJANG FOR MAKING VILLAGER BREEDING 100X HARDER.
I would make sure that you are at least 24 blocks away from where they are supposed to spawn, if you are within that distance, mobs will not spawn. Also, make sure that the creepers have a two-air-block gap for them to spawn in (this is just a precaution, I am assuming you did this).Â

Then get a different mod to work on this issue who knows the game well, or get a good night's sleep.

Here, I'll help you.
Create a Minecraft account (~$26) (and also, I'm assuming that this step is done)
Use your email to log into the launcher and use your Minecraft password. If you forget your password, create a new one. Also, you might have to fill out some security questions. If you forget the answers to these (like I have just recently done) create new ones, you will also be prompted with your Minecraft account password when changing these.
Once you have logged into the Minecraft launcher, you should be ready to go, then hit "Pay" (or "Play offline" if you are not on wifi or ethernet)
If there is not, I would suggest reinstalling Minecraft on your computer
