I tested in 1.14.1, and I was able to obtain honeycomb from a beehive using shears. As Kevin Okada said, make sure you simply tap the beehive, and not hold it.
I am suffering from this error as well, and so it sounds like buying a new physical copy, as was my original plan, won't help matters. I can also confirm this is happening in 1.14.1.
With commands, I am also getting white particles, which is wrong.
I was able to get a skeleton with a golden helmet using a spawn egg in 1.14.1.
