After reviewing MCPE-152893 I believe this is a duplicate of that issue.

It seems like the piglin brutes is something this is substituting in place whenever it tries to spawn in a pillager raid patrol. I can't replicate in a creative flat world but I did note that I could not get bad omen from a pillager captain when I killed one.

Can confirm this issue is present in preview. I use a marketplace skin for my main skin in main release. When opening in preview it says it fails to load and defaults to either Alex or Steve at Random. If I go into the marketplace on Preview I can find my marketplace skin and reload it, but only for that session the game is open. Once I close the session the same behavior repeats itself.
Included in patch notes of 1.17.30.21 Beta, will need to test to ensure it is fixed.
Seems to still exist in 1.16.2. They seem to have the old kelp code in them, and have the old kelp bugs. This should be a simple fix.
I experienced this bug as well. Was shocked that turtles hatched from eggs placed by players did not have persistence
Yes tested on a different seed (-1122623675513313674) in preview 1.18.30.31. At coordinates 248, -600 Java edition shows a woodland mansion in 1.18.2, and there is not one in 1.18.30.31 bedrock preview
