Just the jungle leaves are wet and they are looking better without transparent effect. That bug is not important and if this isn't bug I think the Minecraft creators just don't want to make the fancy jungle leaves.
The version of Minecraft in the video is 1.13.0.1 . Not 1.13.0.2 .

This MC-23484 is for an OLDER VERSION!
My report is for the NEWEST VERSION!!!!
There are differences in the VERSIONS!!!
In the earlier Minecraft PC VERSIONS the requirements for the computer's system is LOWER!!!
In 1.13 and 1.14 they are VERY BIGGER than the OLDER VERSIONS!!!!
My report is not for an OLDER VERSION, it is for the LAST VERSION!
When this issue will be fixed?
I am shivering from the doubled click sound. Really.
I think you just must wait to the appearing the menu. And on my phone there is the same bug, but when I wait about 5 seconds the menu is appearing and all is right.
