This is still a issue for me in Preview 1.19.10.24. It works in the latest release of 1.19.2 as other comments say.

Can confirm this issue. /enchant doesn't work when used in the run_command event response even with the proper target set. I attached my "enchant_block" file above for anyone that want's to test it for themselves.
