I'm pretty sure is WIA (Works As Intended)? This happens on MCPC too.
This seems more like a feature request than a bug report...

2. I think it's already added...? The "action" ID in the interact packet.

Your version of Minecraft is no longer supported, and you are using mods.
Are you sure it was a Detector Rail? Or was it an Activator Rail?
Use minecraft:tripwire instead.

Have you changed Minecraft account, or anything UUID related? Pets remember their owners by UUID.
The obsidian pillars extend down to Y:0 in Java edition too, so I'm assuming it's not a bug
