The heads are lined up perfectly with the center of its hitbox.

Can confirm. The reason the breeze's emissive parts appear inconsistent with other mobs is because the other mobs' eye layers are applied using the Additive blend mode, while the breeze's eye layer is not.

i wanted to add that the real reason this happens is because the eye layer uses additive color blending, and the part of the base texture below the eyes is pure white, which just makes it appear as pure white when looking up.

 

changing the white eye parts of the enderman's base texture to black fixes this issue
