i know, but that still means that you can't create normal worlds. even if it's not a bug, now there is no way to customize generation as it was in previous versions, and i think that it should be fixed. like, right now the function of creation a one-biome worlds is useless, becouse it doesn't work properly

I misunderstood "bedrock dedicated server". Please ignore this one, I will post it elsewhere.

This "improved" classic UI in 1.2.13 makes MCPE unplayable. It literally takes away all of the advantages and enjoyment of playing on a touch screen device (being able to see enchantments while holding a book or tool, quick villager trading, great and intuitive inventory management) while still giving us all the disadvantages of bedrock edition (like not having functional glass item elevators after several updates). Instead of breaking an UI that was functional, why not add features we've actually been asking for such as:
-moving a full inventory of a specific block instead of having to move each stack individually
-being able to craft full stacks instead of having to click on it 64 times

I understand this new UI may feel intuitive when playing with a controller, but I purposefully chose a touchscreen because I like to drag and drop, I like to hold an item and place it in whatever inventory slot I choose instead of just swapping with another item. This new UI makes Minecraft unplayable for me. Quite frankly, if y'all want bedrock to be the future of Minecraft, this update is only making me want to switch to Java more.

im trying to make an animation with armor stand using /tp ~ ~ ~ ~5 ~-5, the armor stand doesn't rotate after 1 or 2 tp (version 1.11.2, but im sure it happens in 1.12 snapshots too....)

I managed to fix this issue by updating to the latest version of Java.
You could try doing that if you haven't already and then if it still doesn't work create a new bug report because it's probably a different bug.

There are also some problems with your command which should be:
/summon Fireball ~ ~ ~ {Motion:[0.0,0.0,0.0],direction:[0.0,0.0,0.0],ExplosionPower:1}
This command works for me in the minecraft 1.8.9
