Can confirm with Intel Iris Graphics 6100
Started working on a Fabric mod to fix this after it was confirmed to not be fixed.
It is a very amateur mod but if you know what you're doing then issue reports would be welcome.

Tested this and the bug seems to also affect 1.15 and 1.15.1.
Also tested 1.9.4 but in that version the end gateways generated correctly.
I'm assuming this is caused by some rounding error. It's a small detail but it's quite frustrating for building structures in the end and I hope it gets fixed before 1.16.
Can confirm. This also appears to affect the outer end islands, which results in many end cities being cut off by the world height limit.
