I found the solution! You need to do the command in others dimensions too. For example if you want the gamerule to be false in the nether, go in the nether write /gamerule NaturalRegeneration false and it’ll we be false in the nether only. If you want to add others dimensions go in them!

For the first time in forever i saw this is fixed for 0.14.0 build 5 (but it says build 4 so i dont know if its real or not)

Addition: Yes it still appears on the full release of mcpe 0.13.0 (On Asus Fonepad (ME371MG) with OS Android 4.1.2).
It still happens on mcpe 0.13.0 beta 1, haven't tried it on build 2 yet
But it doesn't happen when I see it in the hand or when placed on the ground.
This still happens to me in mcpe 0.12.1 beta 1
Well mojang should still try to fix it although it doesn't apply to all devices. It's (probably) annoying to some people. Otherwise I'm the only one who feels annoyed with it...
