Minecraft 17w43b changelog states that:

However that is not true and Minecraft still uses regular fullscreen.
Steps to reproduce:
Open any application in a non-maxiazed window.
Open Minecraft in fullscreen mode (you can do so by either pressing F11 key or "Fullscreen" button in "Video Settings").
Use Alt+Tab to switch to that other app in a non-maxiazed window.
Notice that instead of that application appearing on top of the Minecraft window, the Minecraft window minimizes and only the the non-maximized window shows.
Repeat the same steps to reproduce above in any game or app, that supports borderless fullscreen. The application window shows on top of the game window.

The new borderless fullscreen feature is not actually borderless, it's just regular fullscreen. This results in delayed window switching (in fact, it's even slower than it was in 1.12.2), and the inability to screenshot with PrtSc.
In fullscreen mode, there is no way to take a screenshot without using the game's own screenshot functionality (F2). The PrtSc key simply copies a black image to the clipboard, rather than an image of what's shown in-game.

Tabbing works for me without crashing, however it is not actually borderless windowed as when I switch to my second screen, minecraft minimizes and tabbing back in also has some delay. Actual borderless windowed would not do that.
Screenshots with F2 work fine for me, Alt+PrtSc and PrtSc both have the result of your Alt+PrtSc.png

This happens to me as well (1.13 Pre-5)- I can get up to three-second delays when tabbing out of fullscreen and PrtScr only nets me the screenshots I'd taken before the current attempt (just now, I got a shot with no pause menu, but I'd tried that a couple tries ago). It's pretty glitched.

It seems like they've changed something between when when I reported this bug and 1.13-pre6, because now trying to take a screenshot results in a different image being produced (see attachments). However, the problem definitely still occurs.
Hmm, PrtSc works fine for me for taking screenshots now, though I believe it didn't before, and I can tab in and out just fine.
