Zoom in the screenshot onto the crosshair. The upper part of the crosshair doesn't match the lower part. That's how I understood the report at least.
This might be a screen tear? Are you using vsync?

Yes. It also seems like bugged Minecraft rescource pack on my computer.

When using the all the resolutions (as far as i have tested) in a full-screen Minecraft instance (not windowed!) on a 1920x1080 monitor, in the snapshots for 1.13, and having the GUI-scale set to either 1 or 3, the individual cursor parts are misaligned, causing the cursor to appear deformed. This effect doesn't appear with previous versions of minecraft.

Yes, we know you can't reproduce it, thank you. There are plenty of people who can, though, look at all the duplicates.
It has been happening to me for a while now aswell in the newer snapshots i made a ticket on this aswell
this has to do with full screen graphics getting messed up in windows fix windows full screen mode go back to the original code as the newer full screen code doesn't work
meaning that the entire graphics display might be wrong and the cross hair is just a symptom. The OS is windows 10.
This is happening in Windows 7 too. The only operating system I see mentioned right now is Windows 10.
I agree with jredfox (25/Jul/18 3:23 AM) that the cross hair is just a symptome. The gui rendering has a problem and i would say that it's happaning while scaling the texture to the right size. I noticed while making the beacon gui texture for a ressourcepack that it looks weired ingame.
I attached the beacon gui texture and a screenshot of the part that rendered weired.

Ditto for me too except the left and right lines match up but the top and bottom lines are skewed

Maybe it's due to the monitor size? (I have 2560x1600) It seems to be skewed in GUI 1, 3, 5, but normal in 2, 4, 6
The crosshair is not bugged in 18w50a, I think it's fixed in 18w50a.
Please explain the problem, mark it, anything, cause right now I have no idea why you think they are displaced...
