Hello! My boats immediately sink when placed. It's like they are spawning in too low. Just to let y'all know. Cheers!

I've done some crude testing and it seems that boats sink if you place them on water while looking straight down, but if you're looking at an angle it works properly. I have no idea why.
The only sinking I see is for the boat to properly sink into the water so it can actually work. Other than that, I cannot reproduce an actual issue, since the boat is always usable.
@Cory: It happens on specific rotations and positions. When I try to place boat on water with rotation and inblock position of player: /tp @p XXX.62 63.00 ZZZ.51 -294.90 43.95 while standing on dry land - boat is placed under water and sinks.
The only time I can get boats to actually sink is when I am underwater and place a boat also underwater, which is weird. But that's not the same issue you are having, and I cannot get a boat to sink from dry land.
Boat pushed from dry land don't sink. Hmm... Let me try easy steps to reproduce.
Create new world in 1.13pre2, creative mode, seed: sink
/execute in overworld run tp @s 30.95 63.00 -168.57 -58.35 49.80
give yourself any boat
Rightclick. Effect shown in screenshots attached.
If this won't work as reproduction steps, reason of bug must be somewhere else, in settings or even in launcher.
Confirmed. This only affects boat placement.
Workaround: when I place a boat next to water, I can still enter it and steer across the water.
