1.13 Release is called a snapshot when backing up world

When you try to backup a world, or it tells you that you are on a different version it calls 1.13 a snapshot.

It is both a release, and a snapshot

When opening a new 1.13 world in an NBT editor, it says 

version:1.13

snapshot:0
