Further "testing" (i.e. attempting to actually play the game normally) indicates that even pressing the close button on the game will cause the same effect, but with a black screen instead.
19w13b: From spawn, try teleporting to 20 million blocks out on both axes. If stuff loads, then try teleporting back to spawn again, and then save and quit to title.
My world did something similar and I had to shut it down via task manager too, but the log stated something about running 100+ ticks behind. That world is now completely unplayable and I hope performance gets fixed soon.
