The bug
In the latest pre-release, cave ambience can start playing even when the player is in a regular air block and not cave_air
. This can get irritating from time to time.
Apparently this has been introduced when attempting to fix MC-139255.

Can confirm for pre-5 as well. Tested about y = 120 over the ocean, no caves could possibly be nearby.
Confirmed for 1.14.1 Pre-Release 2, cave sounds literally give no regard to the space around where they originate. They are way more common and no longer randomized as long as there is at least one place with a light level of 0, making them more annoying than anything. These sounds seem to be able to are confirmed to play from inside solid blocks.
It could be either that you're nearby a cave.
