Zombie Villager spawn rates are way below 5%, which used to be true in previous versions and is stated on wiki. Got 1 Zombie Villager in about 250 Zombies playing survival and just running around killing mobs. Which corresponds to 0.4%.
I know this is not the biggest sample size, but the numbers are way off what they should be. If you can, please do more large scale testing to find exact numbers.
Due to this, curing villagers gets really grindy, if not impossible, having to spawn 500 Zombies before getting 2 Zombie Villagers in survival. Considering Zombies are 1 of 4 mobs that spawn often, that makes 2000 monsters to spawn for 2 zombie villagers.
Edit: After doing some research I figured the spawn rate went down in 1.12. In previous versions the spawn rate was about 10% of all zombies being zombie villagers.

I think even the rate of 5% they're supposed to have is still really low. If the spawn rate was bumped up to like 20% that would be great. Currently playing on a server where it seems we can't convert villagers into zombie villagers. They just die which I find stupid it should be 100% conversion rate on all difficulties no idea why it's not. So finding and curing a zombie villager is my only option and is becoming an annoyance.
Totally agree, zombies should not be able to kill zombie villagers in easy or normal, they should always convert. But this is a bug tracker, and not a forum to discuss potential changes to the game that exceed what a bug is about.

In snapshot 20w08a it was already broken in 1.15.2 it was working with 5%.
I was experiencing this issue on my personal worlds and servers, it'd take at least 4 nights of hunting to find one, but it seems that after I updated to 1.16.3 the spawn rate has been fixed, can find 1-2 every night, sometimes more
This seems like the same issue with MC-136515, which is unfortunately resolved as WAI.

I think zombie villagers could spawn in packs of 1-4 in old versions (similar to regular zombies) but only 1 now.
In Minecraft 1.21 pre-release 1, all biomes with zombie and zombie villager spawns have a 19:1 weight ratio (effectively meaning 5% of all zombie spawns are zombie villagers). However, zombies spawn in packs of four, while zombie villagers spawn alone. In addition, husks and strays (drowned replace the normal zombie spawns) have a much higher weight in their respective biomes.
Can definitely confirm. I ran a test in a void world with biome "plains" and counted how many mobs spawned using command blocks. These are the results:
Total: 42,176 mobs
Zombies: 10,001
Zombie villagers: 152
Zombie villagers thus make up roughly 1.4% of all zombies.
After that, I decided to continue running the test and I used Carpet's tick warp function to speed up the process. This is the result after about 26h worth of waiting:
Total: 516,502 mobs
Zombies: 122,371
Zombie villagers: 1901
Out of all zombie spawns, zombie villagers made up 1.5% of spawns here as well.
